Dear Leader Kim Jong Il and the Traffic Ladies

Kim Jong Il reviewing the traffic women. Judging from the uniform style and boots, this is probably from sometime in the 1980's.

If I were one of those traffic cops, I would be creeped out by Mr. Jong Il putting hands on me. She looks terrified.

It's not very clear, but he looks much younger in that picture than he does today, so it is likey dated 20-30 years ago.

If this picture was taken in the '80s, Kim Jong-Il wasn't the "Dear Leader" yet - his dad died in 1994.

Yes, it's the "Dear Leader" when he was younger.
I was guessing at the date, it could be from the 90's I suppose - I was estimating by the uniform style and by how much younger Kim looks, although it's hard to tell because the pic is so fuzzy (I copied this pic off a recent NK video - the picture was hanging on a wall in the background.)
